I found this on my way to my most favoritious bars in the whole world. I was thinking at first someone lost a wheel, and someone else put it up so that person could find it. Then i was thinking, wait, you would probally notice if you didnt have your bike wheel. So then i was thinking it might be some kind of ART. ha. good one. you got me.
